Owatonna's mowing rules and what they mean for your lawn

The city sets a maximum grass height and has firm rules about where clippings can go.

Height limit: the city asks owners to keep grass under 8 inches on lots that have been built upon, and under 18 inches on undeveloped lots. Our recommended 3-inch cut keeps you far below the limit, so treat the ordinance as a ceiling, not a target. See the mowing height mistake.
Clippings: the city asks you to mow so clippings blow back toward the lawn instead of into the street. Leaving them on the lawn also returns nitrogen to the soil.
Never into the street: Owatonna does not provide leaf or yard waste pickup, and raking or blowing leaves or grass clippings into the street is a City Code violation, because the debris plugs the storm system and degrades water quality in nearby waterways.
Reporting: violations of the weed and grass rules are reported through the city's online Weed/Grass Complaint form.
